Declaring war on the last turn is useless since the war will never be resolved.
I suggest removing this option from the drop-down list during the last turn's political phase.

This came up in another thread - how about the issue of aggressions against a stronger civilization? While technically legal, should this be prevented too?

I say no.
Example:
Orange: Strength: First or second - Culture: First or second
Purple: Strength: third and Churchill - Culture: third
Green: Strength: First or second - Culture: First or second

If Orange has neither good impacts nor raids, he'd play a war against purple only to help him build military to not get raided by green.
It might not happen often, but it can.

Ok, that's a very unlikely scenario, and I would have never thought about it. But even though it's unlikely, it's possible. So I support the idea of allowing the war declaration.

Yeah I'm fine with it being allowed, but I think there should be a warning that the war won't be resolved.

Even though I agree with MKL that the rare situation can happen, rules say that "there is no point to declaring a war in the last round" and then, later, "Aggressions are still legal".
From these sentences I have the impression that Vlaada had never thought of the Churchill's possibility, but in any case rules say, according to me, that war cannot be declared.

I also found a very unlikely case where one might want to aggress a stronger player: He has Joan of Arc, he's just behind you on culture, and you have seeded Terrorrism...
Anyway, I don't think removing the option is really useful, it wouldn't change the play time anyways (or really slightly). I would personally more welcome an auto-win of aggression when there is no possibility for the defender to defend even if every military card he has is a defense card. At least on last turn (there might be before that a very rare case where the defender would want to sacrifice anyways).
